Chapter 154


Scope

Quarter Century Wireless Association (QCWA), Chapter 154 (the Chapter), has established a program to aid the executors of the estates of deceased Coachella Valley (CV) amateur radio operators to dispose of assets directly related to the practice of the hobby. This document details the procedure.

Procedure

Upon learning of the death of a CV ham and after an appropriate time has elapsed, the Chapter President will approach the immediate family of the deceased and offer the services of the Chapter. At that time he will determine if there is an executor, trustee, or person who has the authority to dispose of the deceased’s assets. In this document that person is referred to as the executor. If such a person is available, the President will explain the program and leave a copy of this document.

When the President has determined that the legal representative of the estate wishes to proceed, he will appoint a Chairperson to lead the effort. The Chairperson will be the authority for all subsequent activities and be responsible to the Chapter President. The Chairperson may recruit chapter members or non-members to help as required.

Equipment items valued at greater than $50 will be inventoried by make, model and serial number before being removed from the premises. Items valued between $5 and $50 will be listed with minimal description. Items valued at less than $5 will be listed on a bulk basis.

Under direction of the Chairperson, equipment will be cleaned, checked and repaired as required. If the Chairman determines equipment must be sent out for repair to make the equipment salable, he will inform the executor. The Chairperson and the executor may determine the item is to be sold ’as is.’

Asking prices will be determined by consulting Internet markets, swap nets, and used equipment catalogs. These prices will be listed on the inventory sheets and the updated copy furnished to the executor.

Members of the team will attempt to get the best possible price for each item. At the sole discretion of the Chairperson, sale may be on a swap net, Internet, or at hamfests. Private sales will be at the list price only. For all items over $50, duplicate sales receipts will show the make, model, and serial number, buyer name and call sign (or address) and be signed by a member of the team FOR the executor. One copy will be given the buyer and the other delivered to the executor. Sales of items in the $5 to $50 will be listed, but no receipt issued. Lesser item sales will be listed by general description and dollar amount only.

The Chapter will absorb overhead expenses. Repair cost and shipping cost will be deducted from the sales price.

The Chairman may wish to advise the executor of the opportunity to donate equipment to charity and take a tax deduction. If the executor decides on this course, the QCWA will withdraw from the sale of those items.

Towers and antennas will not be removed under this program. The Chairperson will attempt to find qualified individuals or a company and recommend them to the executor; however, members of the team will not participate in the removal.

Proceeds from the sale of equipment items will be forwarded from time to time to the executor. When the Chairperson judges no further sales are likely, remaining funds will be forwarded to the executor. Any remaining items will be returned to the executor, or disposed of as approved by the executor.
